Chichester Board of Selectmen
Minutes of Meeting
Tuesday, October 27, 2015

Members Present: Michael Paveglio, Richard DeBold, Jeff Jordan, Town Administrator Jodi Pinard

Others Present: Pat Clarke, Matt Cole, John Martell, Jim Plunkett, Lucille Noel, Ann Davis, Alan Mayville and other members of the public.

Call to Order:  Mr. Paveglio called the meeting to order at 6:30pm

Appointments:
Department Heads
Building – John Freeman stated we have had 7 permits since I was last before you. We have a request for the lighting of the flag at Camping World and we are giving it to the Planning Board to review.

Police – Chief Clarke stated that I was working on the background for Pat Testerman and everything is fine. I would like the green light to bring him on as a part timer. We will be losing a couple part timers in the coming months.

Consensus of the Board was to hire Pat Testerman as a part time police officer.

Chief Clarke stated  Clean Harbors also came and cleaned out the drain pipes and Chief Clarke fixed the drain.

Mr. DeBold asked about Mr. Reinhardt’s question regarding turning in prescription drugs as the Police Station.

Chief Clarke stated that this is something the Department cannot do at there is not always someone at the office and there is no secure location to install a turn in box.

Emergency Management – John Martell stated that he had nothing to report.

Highway – Jim Plunkett stated that the shimming has been completed with the exception of Canterbury Road. I will be working on the shoulder gravel. I have 10 roads left to grade and some roads I have to retouch. The mowing is complete for this year. The telephone pole on Lane Road was hit and damage was done on the side of the road. I am working on my budget.

Fire – Chief Quimby stated that we unfortunately lost one of our students. He returned home to attend to family issues. We still have one student. Matt is looking to see if there is any other interest at the Tech College. We have taken Car 1 out of service. There are numerous mechanical issues and it is now a safety issue. It has 154,000 miles on it. We are hoping to work with Chief Clarke on a surplus vehicle. It is up to the Board as to what they would like to do with Car 1.
Deputy Chief Cole stated that hose testing is almost complete we unfortunately have lost some hose due to age. Quotes for the hose were presented.

The Board reviewed the three bids for the hose purchase.

A motion was made by Mr. Paveglio and seconded by Mr. DeBold to authorize the purchase of the hose from Fire Tech and Safety in the amount of $3,900 for the hose replacement project. Motion Passes

Matt Cole stated that we would like to purchase Knox Vaults for each of the ambulances to store medication. This is a safety concern that needs to be addressed. This decreases the liability to the Town.

A motion was made by Mr. Paveglio and seconded by Mr. DeBold to waiver the purchasing policy requiring other bids as this is the only vendor for these and to authorize the purchase of two Knox Vaults for the ambulances in the amount of $2,945.00. Motion Passes

Matt Cole stated that we are still looking for locations for the dry hydrants.

The Department would like to thank Robert Shaw of 14 Horse Corner Road who allowed us to use his property for training purposes.

Library – Lucille Noel stated that the Library continues to be busy. Thursday morning children’s program is very well attended. The Library is also partnering with the school and the theme is Star Wars. We continue to work on the lift for the back of the library.

Public Input
Lucille Noel stated that the granite planter has been completed and the Town should send a Thank you to Dan.

Non-Public Session 91-A:3 II (b) The hiring of any person as a public employee

A motion was made by Mr. Paveglio and seconded by Mr. DeBold to enter into non-public session under RSA 91-A:3 II (b). DeBold Aye, Paveglio Aye, Jordan Aye. Motion Passes.

A motion was made by Mr. Paveglio and seconded by Mr. DeBold to exit non-public session DeBold Aye, Paveglio Aye, Jordan Aye. Motion Passes

Adjournment
Being no further discussion, a motion was made by Mr. Paveglio and seconded by Mr. Jordan to adjourn the meeting at 7:18pm.  Motion passes
